This image is a still from the CCTV footage from the Mill Hotel car park at New Lanark Heritage Site.

The film is 1:57 minutes long and I watched it right through the first time eagerly awaiting whatever it was other viewers were refering to as the 'ghost'. When the clip ended I was at a loss as to what all the fuss was about. All I could see was average quality video camera footage with cobwebs strung over it with various bits of detritis stuck to it blowing about in the wind. I read some of the comments below and deduced that the 'ghost' they were refering to is the cirular light splodgies in the bottom right corner. I was surprised to say the least as I had instantly taken these splodgies to be exactly what they undoubtably are; light hitting and refracting either water on the spiders web or some other bit of fluff, rubbish etc.
Such a fuss was made at the time, however, that I felt compelled to investigate further.
On a dark, windy night I took a wander through New Lanark to the hotel car park and quickly located the very CCTV camera in question. It sits about eight feet off the ground on the bottom corner of the apex of a green garage building on the opposite side of the car park from the hotel itself. Sure enough the camera was strung with several cobwebs (presumably not the same ones) and bits of this and that clung to them and bobbed around in the wind. Looking at the angle of the camera, the purported 'ghost' would have to have been sticking its body half way out of the garage doors and would be approximately four feet high.
There are some great reports of ghost sightings at New Lanark, of a girl seen climbing invisible steps in mid air exactly where, later, it was discovered a staircase stood way back when, also the school house is notoriously haunted and a dripping wet figure has been seen near the entrance to the Clyde Walkway at the Corra Lyn falls. A full paranormal investigation of New Lanark, Halloween 2010, which I crewed (for Auld Reekie Tours: Paranormal Investigations Scotland - check out our links page) was surprisingly unforthcoming in 'hard' evidence i.e. audibles and sightings but was rife with seance and divining encounters, which, as I have always said is more dependant on those taking part in the investigation than the actual location itself.
Unfortunately, this CCTV footage is NOT of a New Lanark Ghost, but don't let that put you off visiting this great place if you get the chance. The Trust does not allow such events very often and for outside groups it is a very expensive location to hire, but should the oppertunity come your way to investigate it, don't let it pass.
